That's an interesting question. I've studied classical singing, and it's my understanding that the range of your singing voice has more to do with the natural form of your vocal chords. This is why we have soprano, alto, tenor, bass labels to describe where your tessitura (the natural range of your singing voice) lies.

Long story short, even if you are a high tenor, you could broaden your range with the help of a voice teacher, but there will be a natural limit to how high you can go without hurting your voice. So, I wouldn't recommend your trying to reach that whistle range. 

Continuous strain on your voice can lead to vocal nodes, which are callouses on your vocal chords, has affected the career of some professional singers. Avoid them by keeping your voice healthy!
